There are now about 3,500 registered voters at Water and Electric who were previously there and about 3,500 voters who have been reassigned to vote at Mount Gilead Baptist Church. Kathleen Wynne and the Ontario Liberal Party won 11 seats and received 19 per cent of the vote.

Ford carried this tone throughout the election, railing against not only the Liberal government, but the liberal media, and elites in general.

Many of her cabinet ministers have been defeated. Technically speaking, the party's constitution requires that NDP members vote on whether she should stay on as party leader at their next general convention, but it's hard to imagine Horwath going anywhere until after the next election, given last night's success.

It's not clear how Ford will fund his promises, as the party didn't release a fully costed plan.

The Fords amassed a modest fortune through the closely held labeling business started by their father, Deco Labels & Tags Ltd., which Doug has run and expanded into the U.S. While Rob served as mayor until 2014, Doug was at his side and when Rob fell ill - he died from cancer - Doug stepped in to run for mayor, finishing second.

Tim Hudak, chief executive officer of the Ontario Real Estate Association and a former Ontario PC leader, said he believes the new government will use its considerable leverage to urge municipalities to expand infrastructure - sewer, water, transit and roads, for example - to undeveloped land and approve more projects for construction.

Ontario hasn't had a premier like Ford before, said Western University associate political science professor Cristine de Clercy. He said the source of the deficit is nearly entirely the result of tax cuts which is a stark change from the era of higher spending and taxes.

Even so, Doug Ford's disrupter philosophy will send aftershocks far beyond Ontario.

One reason the ballot-counting could drag into Wednesday or later: many Californians vote by mail.

It's unlikely the NDP would support loosening the rules around party status considering they were denied a similar reprieve under the Liberals in 2003, Malloy said. Some electors may be voting in a different location or electoral district for this election.
