The Economist Intelligence Unit has ranked 140 cities based on their liveability.

"Not only has Vienna displaced Melbourne to become the most liveable city, but a total of 77 cities have seen a change in their liveability ratings".

"Auckland has in fact registered a minor improvement". Two European cities, Helsinki, Finland and Hamburg, Germany fell out of the top-10 ranks from a year ago.

Two other Australian cities feature in the top-ranked places: Sydney (5th) and Adelaide (10th), while only one other European city made the top ten.

It has since been dropped by his successor Phil Goff, and the the city's economic development agency ATEED said it's now all about "jobs".

The 10 cities lowest in the ranking were Damascus, Syria; Dhaka, Bangladesh; Lagos, Nigeria; Karachi, Pakistan; Port Moresby, Papua New Guinea; Harare, Zimbabwe; Tripoli, Libya; Douala, Cameroon; Algiers, Algeria; and Dakar, Senegal.

"Osaka stands out especially, having climbed six positions, to third place, over the past six months, closing the gap with Melbourne", the EIU's annual ranking report summary says. No American city placed in the top 10.

The liveability index quantifies the challenges that might be presented to an individual's lifestyle in 140 cities worldwide, and assesses which locations provide the best living conditions, the EIU said.

The survey found that civil war and terrorism played a "strong role" in the worst performing cities.

According to the EIU, Austria's capital's rise to the top was attributed to increased security scores due to a return to relative stability across much of Europe after high-profile terrorist attacks in recent years.

Melbourne has sat in the top spot for the last seven years.

Unfortunately, no United Kingdom city made it into the top ten.

London was said to "suffer from higher levels of crime, congestion, and public transport problems than are deemed comfortable". The placement is slightly improved from last year's report, when Calgary came in fifth on the list.
