That was a low turnout (about 36 percent) even by usual standards of a midterm, when there's an expected drop off from presidential elections.

Mail absentee ballots can be returned by the voter by mail or by a commercial delivery service (e.g., Federal Express, UPS), or by the voter personally, but not by another person or a personal courier service.

The last day to receive an absentee ballot through the mail is November 3, while the last day to apply for one and receive it in-person is November 5.

In states that require party registration, Democrats have cast 41 percent of the early ballots, compared to 36 percent for Republicans.

A poll released Monday by the Institute of Politics at Harvard's Kennedy School of Government found that 40 percent of young voters plan to vote in the midterms, with 66 percent of them saying they plan to vote for a Democratic candidate.

Central College political scientist Andrew Green says that's despite a smaller window for early voting this election. Voters there showed their intensity previous year in their governor's race, with record absentee ballot requests and returns and a solid turnout for both parties.

Over 3 million people have already voted by mail and returned their ballots, or voted early.

In that election, St. Johns County Republicans turned out more than 62 percent, or 52,208, of their registered voters.

And in the 2012 presidential election, 387,350 Tarrant County voters cast early ballots in person, election records show. Voters which have registered in the county total 1,756. About half of those new voters were newly registered.

The Voter Service and Polling Centers across the state will be open through Election Day, except for Sunday, Nov. 4.

Bracken County Clerk Rae Jean Poe is a tad bit more optimistic, estimating 50 percent of the county's 6,579 voters will go to the polls.

Apart from returning ballots at higher rates in the 3rd District, thousands more Democrats are simply voting early than at this point in the 2014 midterms.
