Death Toll in California Wildfires Rises to 31

The infamous Santa Ana winds returned to Southern California over the weekend, stoking the Woolsey Fire with gusts of up to 50 miles per hour that are expected to persist through at least Wednesday.

Also injured was a well-known member of the Malibu City Council. In other sections of the highway, brush was scorched on both sides and power lines and burned fence posts were down where just a couple of days ago the fire had jumped the roadway and run up to the beach.

Peak said Wagner was hospitalized but was expected to recover.

But fire officials say fire behavior has changed statewide after years of drought and record summer heat that have left vegetation extremely crisp and dry.
