The two sides are at a stalemate over Trump's demand for billions for a U.S. -Mexico border wall that Democrats are intent on blocking.

In response, Trump tweeted, "An all concrete Wall was NEVER ABANDONED, as has been reported by the media". He adds: "Some areas will be all concrete but the experts at Border Patrol prefer a Wall that is see through (thereby making it possible to see what is happening on both sides)".

U.S. Senator Lindsey Graham, a key Trump ally on some issues, met with the president on Sunday and told reporters afterward he was optimistic that Republicans, Democrats and Trump could reach a deal to end the shutdown that includes wall funding and legal status for some illegal immigrants.

On Sunday, the Los Angeles Times published a two-hour interview with Kelly in which he told the paper "to be honest, it's not a wall".

White House Counselor Kellyanne Conway told Fox News broadcaster on Sunday that Trump was waiting for Democrats to reach out to him.

Graham is specifically calling for helping young "Dreamer" immigrants remain in the U.S.as well as another 400,000 people from countries struggling with natural disasters or armed conflicts. He also asked for changes in what he said was the United States' "ridiculous immigration laws".

Efforts to broker a solution since the shutdown began have failed and given way to a blame game between Democrats, Mr Trump and other Republicans.

The president has posted numerous tweets on the shutdown in the past days.

It isn't the longest shutdown in history, but it does affect the income of several hundred thousand federal employees.

"It's not a fence, Jeb, it's a WALL, and there's a BIG difference!" He just tweeted Sunday that a "ten-foot wall" around Barack and Michelle's Obama's home is what he has in mind for the entire southern border. I agree, totally necessary for their safety and security.

Aside from what constitutes a wall, neither side appeared ready to budge off its negotiating position. The temporary measure would maintain the current $1.3 billion in border security money.

Conway claims "the president has already compromised" by dropping his request for the wall from $25 billion to $5 billion. They need 60 votes to accomplish that objective, which would require some Democratic support.

Trump spent Monday morning taunting Democrats on Twitter, urging them to "come back from vacation now" as he remained at the White House.

Unwilling or unable to pick one objection to Trump's border wall proposal, they have panned it as "immoral, ineffective and expensive" as well as "fifth-century technology".

The policy announcement took the White House by surprise, the former Homeland Security secretary said.
