Woodruffe, 24, is seen in a photo tweeted by the Harris County Sheriff's Office in Texas on January 8, 2019.
"Investigators do not believe Jazmine's family was the intended target of the shooting", authorities said. Black was charged with murder on Monday.
Woodruffe and Black mistakenly thought they were attacking people they'd previously fought at a club hours earlier when they shot at Jazmine and her family, according to authorities.
Washington initially described the shooter as a white man in his 30s or 40s driving a red pickup truck, but both Woodruffe and Black are African-American.
The shooting was most likely a case of "mistaken identity", Harris County Sheriff Ed Gonzalez said Sunday.
News of the charges against Woodruffe came the same day that hundreds of mourners gathered for Jazmine's funeral at The Community of Faith Church in North Houston.
Trump to stop federal relief aid for California wildfires
Trump tweeted Wednesday that California gets billions of dollars for fires that could have been prevented with better management. President Donald Trump threatened Wednesday to withhold money to help California cope with wildfires a day after new Gov.
The sheriff's office corroborated the tip and took Black and Woodruffe into custody on Saturday.
Black, who is also charged with capital murder, admitted taking part in the shooting. Prosecutors identified Larry Woodruffe as the second suspect in a court hearing Saturday, the Houston Chronicle reported.
Houston Texans player Deandre Hopkins dedicated his playoff check to help Jazmine's family with the funeral costs and to support the search for her killer. "Remember there would be no flowers unless there was some rain", said LaPorsha Washington, Jazmine's mother.
Jazmine, who was 7, was riding in a auto with her mother and sisters on December 30 when someone in another vehicle shot her in the head.
Woodruffe has six prior convictions, including pleading guilty to choking a girlfriend, drug possession and being a felon in possession of a firearm, according to court records.
"I just want everyone to back off", Hailey demanded. Purple was Jazmine's favorite color and many of those at the service were dressed in purple. The suspect was apprehended after an anonymous tip passed along by journalist and activist Shaun King implicated two men identified as "LW" and "EB" in the shooting. Please do not be unhappy just because I'm just outside of sight.
Hailey says the truth is out and the case has nothing to do with her uncle.
Jazmine's mother and father were the first to speak at the funeral, and both of them started by expressing gratitude to the church and community.
